Do warehouse workers need to wear a hard hat around pallet racking? It’s a common question, and the short answer is: **not always**. Whether you need a safety helmet depends on the risks present in your warehouse, the work being carried out, and most importantly, the findings of your risk assessment. Understanding when head protection is necessary can help businesses protect their workers, meet their legal responsibilities and most importantly, maintain a safe working environment. ## Are Safety Helmets Compulsory in Warehouse Racking Areas? There is no blanket UK legal requirement for every warehouse worker to wear a safety helmet simply because they are working near pallet racking. Under the **Health and Safety at Work etc. Act 1974** and the **Personal Protective Equipment at Work Regulations 2022**, employers must manage workplace risks and provide suitable personal protective equipment (PPE) where required. The key consideration is whether there is a foreseeable risk of head injury and whether that risk can be adequately controlled. For example, a worker picking lightweight goods from a well-organised shelving area may not need a safety helmet. However, someone working where goods could fall from height, or where overhead lifting operations take place, may require suitable head protection. ## What Are the Main Head-Injury Risks Around Pallet Racking? Warehouse racking systems are designed to store goods efficiently, often at considerable heights. However, several hazards can arise if storage systems, loads and working practices are not properly managed. ### 1. Falling goods Items can fall from pallets or storage levels if loads are unstable, incorrectly positioned or damaged. Where there is a risk of falling objects causing head injuries, suitable protective measures must be considered. ### 2. Forklift and materials-handling operations Forklifts and other materials-handling equipment operate around racking systems throughout the working day. The main priorities are effective traffic management, pedestrian segregation and safe handling of loads. A helmet may be appropriate where a residual head-injury risk remains, but it is not a substitute for controlling vehicle-related hazards. ### 3. Damaged or overloaded racking Damaged uprights, beams, connectors or other components can compromise the safety of a racking system. Employers should ensure that damage is reported promptly, affected areas are controlled where necessary, and inspections and repairs are carried out appropriately. A safety helmet will not protect workers from the consequences of a racking collapse. Preventing structural failure and controlling access to unsafe areas are essential. ### 4. Working at height or carrying out maintenance Workers undertaking maintenance, accessing elevated storage or working near overhead operations may face additional head-injury risks. Appropriate controls and PPE should be determined by a task-specific risk assessment. ## When Should Warehouse Workers Wear a Safety Helmet? A safety helmet may be required where the risk assessment identifies a foreseeable risk of head injury, including situations involving: - Goods that could fall from elevated storage positions. - Overhead lifting or handling operations. - Maintenance work where falling objects or head impacts are foreseeable. - Other activities where suitable head protection is necessary after considering the available risk controls. Employers should also check whether specific site rules or task requirements apply. Where a site has a justified hard-hat policy, workers and visitors should follow the applicable requirements. However, helmets should not be introduced as a substitute for better controls. Securing loads, preventing access to hazardous areas, maintaining racking and separating pedestrians from vehicles can reduce risks at source. ## How Can Employers Decide Whether Helmets Are Necessary? A practical starting point is a suitable and sufficient risk assessment. Employers should consider: - The type, height and stability of stored goods. - Whether people could be exposed to falling objects. - The nature of forklift, lifting and loading operations. - Whether workers carry out maintenance or work at height. - Existing control measures and any remaining risk of head injury. - The suitability of the proposed helmet for the identified hazard. Where PPE is necessary, employers should provide suitable equipment free of charge, ensure it fits properly, and provide information and training on its correct use and maintenance. The assessment should also be reviewed when workplace conditions, equipment, storage arrangements or working practices change. ## What About Visitors and Contractors? Visitors, agency workers and contractors may be exposed to the same hazards as permanent warehouse staff. Site operators should explain the relevant safety rules before people enter operational areas. If a risk assessment or justified site policy requires head protection, suitable helmets should be available and their use enforced as appropriate. Contractors undertaking maintenance or other higher-risk tasks may also need task-specific PPE and additional precautions. ## Frequently Asked Questions ### Do warehouse workers always need to wear a safety helmet in racking areas? No. There is no blanket UK requirement for every warehouse worker to wear a safety helmet simply because pallet racking is present. The need for head protection depends on the risks identified in a suitable and sufficient risk assessment. ### When is a safety helmet likely to be required around pallet racking? A safety helmet may be required where there is a foreseeable risk of head injury, such as goods falling from elevated storage, overhead lifting or handling operations, maintenance work, or other activities where residual head-injury risk remains after other controls. ### Can a safety helmet replace other warehouse safety controls? No. Helmets should not be used as a substitute for controlling risks at source. Employers should first secure loads, maintain racking, prevent access to hazardous areas, manage vehicle movements and separate pedestrians from forklifts. ### What should employers consider when deciding whether helmets are needed? Employers should assess the type, height and stability of stored goods, the possibility of falling objects, forklift and lifting operations, maintenance or work at height, existing controls, any remaining head-injury risk, and whether a helmet is suitable for the hazard. ### Do visitors and contractors need to wear safety helmets in warehouse racking areas? Visitors, agency workers and contractors may need head protection if the site risk assessment or a justified site policy requires it. Site operators should explain safety rules before entry and provide suitable helmets where required. ### Who pays for safety helmets required at work in the UK? Where PPE is required, employers should provide suitable safety helmets free of charge. They should also ensure the equipment fits properly and provide information, instruction and training on its correct use and maintenance. ## The Bottom Line: Do You Need a Helmet in a Racking Area? **Not automatically. It depends on the risks.** UK employers are not required to make every warehouse worker wear a safety helmet simply because pallet racking is present. They must assess the hazards, implement appropriate controls and provide suitable head protection where it is needed. For warehouse managers, the best approach is to assess the actual conditions in each working area rather than rely on a blanket assumption that helmets are always necessary—or never necessary. For workers, if you are unsure whether you need a helmet, check your site’s risk assessment and PPE requirements with your supervisor or health and safety manager. A safer warehouse starts with controlling hazards at source, maintaining storage systems properly and making sure every worker understands the risks around them. **Useful resource:** For further guidance, visit the UK Health and Safety Executive (HSE) website: [https://www.hse.gov.uk/ppe/overview.htm](https://www.hse.gov.uk/ppe/overview.htm) By Len Bridgeman share [Twitter](https://twitter.com/intent/tweet?text=Racking%20Areas:%20Do%20I%20Need%20to%20Wear%20a%20Safety%20Helmet%20or%20Not?%20-%20&url=https://blog.isb-group.com/racking-areas-do-i-need-to-wear-a-safety-helmet-or-not&;via=Len%20Bridgeman) [Facebook](https://www.facebook.com/sharer/sharer.php?u=https://blog.isb-group.com/racking-areas-do-i-need-to-wear-a-safety-helmet-or-not) #### You Might Like... ![Gravity Jupiter Safety Trainers- E3200](https://blog.isb-group.com/hubfs/Gravity%20black%20Putek-1.jpg) 1 ##### Gravity Jupiter Safety Trainers- E3200 Ultra resistant textile TECNO-TEXT upper ![Gravity Jupiter Safety Trainers- E3200](https://blog.isb-group.com/hubfs/Gravity%20black%20Putek-1.jpg) 2 ##### Gravity Jupiter Safety Trainers- E3200 Ultra resistant textile TECNO-TEXT upper ![Gravity Jupiter Safety Trainers- E3200](https://blog.isb-group.com/hubfs/Gravity%20black%20Putek-1.jpg) 3 ##### Gravity Jupiter Safety Trainers- E3200 Ultra resistant textile TECNO-TEXT upper ![Gravity Jupiter Safety Trainers- E3200](https://blog.isb-group.com/hubfs/Gravity%20black%20Putek-1.jpg) 4 ##### Gravity Jupiter Safety Trainers- E3200 Ultra resistant textile TECNO-TEXT upper ## You might also like By ![clock-circular-outline](https://blog.isb-group.com/hubfs/Veycom/Image/icon-clock-circular-outline.svg) Posted 1 Oct 2024 By ![clock-circular-outline](https://blog.isb-group.com/hubfs/Veycom/Image/icon-clock-circular-outline.svg) Posted 1 Oct 2024 #### You might also like 1 Read article 2 Read article ![tiger-grip-ebook](https://blog.isb-group.com/hubfs/Veycom/Image/tiger-grip-ebook.png) Raising the bar Single source supplier of high-quality workwear, PPE, safety equipment and hygiene products for the UK logistics, warehousing and distribution sector. ![ISO 9001](https://www.isb-group.com/wp-content/uploads/2022/08/NQA-ISO-9001-Logo-UKAS.jpg) ##### Help & Information [About Us](https://www.isb-group.com/about-us/) [Resources](https://www.isb-group.com/downloads/) [Returns Policy](https://shop.isb-group.com/policies/refund-policy) [Terms & Conditions](https://www.isb-group.com/terms-conditions) [Privacy Policy](https://www.isb-group.com/privacy-policy) ##### Product Ranges [Clothing](https://shop.isb-group.com/collections/clothing) [Safety Gloves](https://shop.isb-group.com/collections/safety-gloves) [Safety Footwear](https://shop.isb-group.com/collections/safety-footwear) [PPE](https://shop.isb-group.com/collections/ppe) [First Aid](https://shop.isb-group.com/collections/first-aid) [Site Safety](https://shop.isb-group.com/collections/site-safety) [Hygiene & Cleaning](https://shop.isb-group.com/collections/hygiene-cleaning) [Signage](https://shop.isb-group.com/collections/signage) ##### Sectors [Parcel Couriers](https://www.isb-group.com/parcel-couriers/) [3PL and Fulfilment](https://www.isb-group.com/3pl-and-fulfilment/) [Cold Storage](https://www.isb-group.com/cold-storage/) [Pallet Distribution](https://www.isb-group.com/pallet-distribution) ##### Resources [Blog](https://blog.isb-group.com/) [Guides](https://blog.isb-group.com/) [Downloads](https://www.isb-group.com/downloads/) ##### Get In Touch [Contact Us](https://www.isb-group.com/contact-us/) [Request Trade Account](https://isb-trade.co.uk/) ##### Socialise With Us ##### Sign up to our newsletter --- © 2026 iSB Group.
